Oregon counties are implementing new diversion programs to address the state’s fentanyl crisis, with Washington County starting its program on Sept. 1. With the passing of House Bill 4002, which recriminalizes drug possession in small amounts, counties are receiving state funding to guide people into recovery instead of jails. However, Washington County officials face challenges with the funding not covering enough outreach workers to respond to drug interactions countywide.
U.S. Rep. Andrea Salinas supports the county’s plans but recognizes the need for more funding and tools to increase the behavioral health workforce. Washington County District Attorney Kevin Barton praises the county’s well-organized plan and the establishment of a new addiction triage and treatment center. However, the county will require millions more to effectively run the diversion programs.
Currently, the lack of funding leads to inconsistent experiences for drug users, as not all interactions result in a “warm handoff” to an outreach worker. Barton advocates for this approach to be used in every contact between police and drug users but acknowledges the need for additional funds to make it feasible.
The Legislature allocated $18.5 million for counties to start deflection programs, with 23 of Oregon’s 36 counties confirming participation. As part of a broader $211 million state funding, the money aims to support addiction treatment, court programs, and recovery housing facilities. Executive director Deena Feldes highlights the high demand for supportive housing and services in Oregon, emphasizing the need for additional funding.
Salinas advocates for more professionals in addiction treatment and support services, including peer support specialists. A bill she introduced in Congress aims to standardize the training and certification of peer workers nationally. Salinas is working with counties in her district to address addiction treatment programs and boost support for individuals struggling with addiction.
