Oregon cities seek increased funding for infrastructure and expanded authority to address homeless encampments


City officials from around Oregon recently gathered at the state Capitol for their biannual City Day to outline their priorities for the upcoming legislative session. Among these priorities are increased funding for roads, water, and sewers, as well as more power to address homelessness and greater flexibility in spending hotel tax revenue on basic services.

One contentious issue is the current state law that limits cities’ ability to remove homeless camps. Following a U.S. Supreme Court ruling that upheld Grants Pass’ ban on using blankets, pillows, or cardboard boxes while sleeping outside, many cities are seeking to roll back restrictions imposed by the state law championed by Gov. Tina Kotek.

In addition to addressing homelessness, cities are advocating for more funding for local infrastructure projects, particularly for water and wastewater improvements. The Legislature approved close to $100 million for these projects last year, but the demand for funding exceeds this amount. Mayor Melanie Kebler of Bend highlighted the need for funding for sewer projects that would enable new housing developments within the city limits.

Another key issue for cities is the restriction on how hotel tax revenue can be spent. A law requiring 70% of new local lodging taxes to be spent on tourism marketing limits cities’ ability to use these funds for essential services. City leaders are advocating for more flexibility to use hotel tax revenue to improve basic services and infrastructure, ultimately enhancing the visitor experience and benefiting local communities.

Overall, city officials are looking to the state Legislature for support in addressing these pressing issues and ensuring that Oregon’s cities have the resources and flexibility they need to meet the needs of their residents and visitors.
