Drug use frequently remains hidden in the shadows of eastern Oregon.

A dangerous drug encampment known as “Fentanyl Flats” in eastern Oregon’s Malheur County is a hotspot for guns, drugs, and people on edge. Amidst a rural drug addiction epidemic fueled by fentanyl, Malheur County saw an increase in overdose deaths in 2023. In response, Oregon approved House Bill 4002 in 2024, allowing for deflection programs aimed at steering individuals caught with drugs into treatment instead of criminal charges.

Malheur County’s deflection program, run by Lifeways, employs a trained recovery professional to assist law enforcement in diverting individuals into treatment. The county’s vast size and limited resources present challenges in reaching those in need, with only a few individuals opting for deflection services.

Similarly, Baker County struggles with drug addiction, its deflection program facing obstacles due to the area’s large territory and sparse population. Despite slow progress, behavioral health professionals and law enforcement support the deflection programs, recognizing the importance of providing pathways to treatment.

Officials stress the need for realistic expectations and emphasize the program’s intent to promote outcomes and recovery rather than incarceration. Supporters of the deflection programs aim to address the drug crisis in eastern Oregon by offering treatment and resources to individuals struggling with addiction.
