Oregon House Republicans Propose Housing Bills for First-Time Homebuyers

SALEM, Ore. – In response to the escalating housing crisis, Oregon House Republicans unveiled a series of legislative proposals aimed at assisting first-time homeowners and boosting the state’s housing supply. This move comes as Oregon has been ranked as the fifth-least affordable state for homeownership by the National Association of Realtors.

The proposed legislation package includes several key bills:

  • HB 3188: Aimed at reducing mortgage payments for first-time buyers.
  • HB 2316: Designating unused state lands for the construction of homes for first-time buyers.
  • SB 974: Implementing limits on permitting wait times for building single-family homes.
  • HB 2400 and HB 3757: Offering rural homeowners additional flexibility in constructing homes on their land.
  • HB 3759: Establishing grants for developing moderate-income housing to offset permitting fees.
  • HB 3758: Increasing the land supply available for housing construction.
  • HB 2257: Providing infrastructure grants for housing projects in coastal areas.
  • HB 3639: Delaying system development charges (SDCs) until after a home is built.

House Republican Leader Christine Drazan criticized Governor Tina Kotek’s recent $75 million initiative designed to facilitate housing production through interest-free loans for local governments, stating that it burdens taxpayers and complicates the construction process. "Excessive red tape is making it difficult for builders to invest in our communities and for families to secure homes," Drazan emphasized, urging for policies that facilitate homeownership.

These legislative efforts reflect growing concerns over housing affordability, as the state continues to grapple with the challenges of inadequate supply and rising costs. The proposals are set to be discussed further in Oregon’s legislative sessions.
