Oregon Governor’s Leadership Shake-Up at State Hospital Raises Concerns

In a surprising move, Governor Tina Kotek appointed Dave Baden as the new overseer of the Oregon State Hospital, marking yet another leadership change for the troubled institution within just 15 months. This change came after the resignation of interim superintendent Dr. Sara Walker, prompted by safety concerns following a recent patient death. Baden will serve a 30-day term, during which he is tasked with developing a public improvement plan.

Tom Stenson, deputy legal director of Disability Rights Oregon, expressed skepticism about the transition, noting the lack of transparency surrounding Walker’s resignation and the urgent need for a sustainable solution to ongoing issues at the facility. Over the past year, the hospital has faced multiple safety violations, including inadequate emergency responses linked to recent patient fatalities. In the last three years, the hospital has witnessed 21 deaths, nine of which were unexpected.

During this transition, Baden, who previously oversaw public relations for the health authority, faces considerable challenges. The hospital’s Salem campus, which houses vulnerable patients, has reported increasing difficulties due to rising patient needs and staffing shortages exacerbated by a federal judge’s discharge order in 2022. Kotek’s administration has announced a significant budget increase of 20.5% for the hospital, aimed at addressing staffing challenges and regulatory compliance.

However, concerns linger about the turnaround plan for the hospital once Baden’s temporary leadership concludes. Stenson highlighted the need for transparency and consistent communication regarding the institution’s recovery efforts, emphasizing that comprehensive public understanding is crucial for ensuring patient safety. The cycle of leadership changes without tangible improvements raises doubts about the ability to create lasting change within the Oregon State Hospital.
