Oregon’s First Bottle Bill Faces Changes Amid Community Struggles
PORTLAND, Ore. – The iconic Oregon Bottle Bill, which has set a standard for environmental practices since 1971, may undergo significant revisions as lawmakers respond to community concerns. Residents like Monica Truax, who has lived on a cul-de-sac for over 30 years, report that issues such as drug dealing, trash, and public disturbances have surged since a bottle redemption center opened next door.
Originally designed to promote recycling and reduce littering, the bottle system allows consumers to pay a deposit on eligible containers and reclaim it upon return. Over time, deposit amounts have increased, but critics argue the refund has not kept pace with inflation, disproportionately affecting low-income households reliant on this income source.
Amid rising social challenges, including homelessness and drug-related crime, retailers, particularly convenience store owners, are advocating for changes to the law. Jonathan Polonsky, CEO of a local chain, underscored safety concerns for employees dealing with potentially intimidating customers at night.
Legislation under consideration aims to restrict container returns after 8 p.m. and introduce alternative redemption sites, such as mobile units managed by nonprofits. Supporters argue these changes will alleviate pressure on retailers, while also maintaining the bottle bill’s environmental mission, which has seen a redemption rate of about 87%.
The Oregon Beverage Recycling Cooperative (OBRC), managing the bottle program, has faced scrutiny over financial practices, with calls for funds to benefit state environmental programs. With strong bipartisan support already shown in the Senate, the Legislature’s decision before June remains critical for both community safety and environmental initiatives.
