Oregon Businesses Grapple with Volatile Tariff Policies

Oregon companies are navigating the uncertainties of fluctuating tariff policies, which may elevate operational costs and jeopardize relationships with crucial international trading partners. Recently, President Donald Trump announced tariffs on Mexico, China, and Canada, aiming to combat the fentanyl crisis in the U.S. However, some of these tariffs were promptly deferred, with a 10% import tax on Chinese goods set to take effect shortly.

Carl Riccadonna, Oregon’s Chief Economist, highlighted that business uncertainty complicates supply chain strategies and investment plans. Financial markets reacted negatively to these developments, reflecting investor concerns about profitability. Industries in Oregon—particularly agriculture, construction technology, and semiconductor manufacturing—are heavily reliant on international trade. In 2023, Oregon exported over $25 billion in goods while importing nearly $20 billion.

Riccadonna and other economists warned that escalating tariffs, especially against prominent partners like China, could harm Oregon’s key exports, including timber, wheat, wine, and hazelnuts. They noted potential decreases in export volumes and prices that could adversely affect transportation and warehousing sectors.

Angela Wilhelms, CEO of Oregon Business & Industry (OBI), expressed apprehension about job opportunities for Oregonians, consumer costs, and local tax revenues amidst changing tariffs. The state’s manufacturing sector has already experienced a loss of 2,500 jobs over the past year, primarily due to reliance on overseas components.

Despite uncertainties, workers at the Port of Portland’s Terminal 6, a major trading hub, remain unfazed. Leal Sundet from the International Longshore and Warehouse Union emphasized the benefits of open trade, stating, “We make a living off of free trade.” OBI continues to engage with diverse industries to address the evolving situation as Oregon confronts the potential repercussions of new tariff policies.
